MEMO OF UNDERSTANDING
Education Minnesota – Roseville and District 623 School Board mutually agree to the following:
Special Education Substitute Pool
90 Substitute Days for the duration of this agreement (2025-2026 and 2026-2027 school years)
The 90 annual substitute days will be for the purpose of due process assistance to staff.
The Special Education Substitute Pool will be managed by the Student Services district clerical staff.
Responsibilities include monitoring use, so the total number of days approved do not exceed the budgeted amount. If the pool is exhausted before the end of the school year, notification will be sent to principals and special education team members at each site.
Special Education staff will access substitute days through principal/building administrator approval.
The staff member will submit a request for “due process assistance” to their principal/building administrator. Approval for a substitute will be forwarded to the Student Services district clerical staff.
Special Education staff may request “due process assistance” from the pool, until the total district allocation of 90 days is exhausted.
All requests for “due process assistance” will be submitted using the designated form created by the Student Services administration.
In the event the days within the substitute pool are exhausted the district will consider additional requests based on individual need.
This memo expires as of June 30, 2027.
